The Housing
(Scotland) Bill
With a National Housing Emergency still on the table both at a Scottish level and a through a further 13 Local Authorities, the expectation upon the Housing (Scotland) Bill is high.

Supply outstrips demand for social housing, rent increases are prevalent across the country, and controls and caps remain a high level of discussion.
​
The Bill at large covers a vast area of topics. This specific consultation is more focused, seeking views on how powers within the Housing (Scotland) Bill ("the Bill") could be used to exempt certain types of properties from rent control and the circumstances where rents could be increased above the level of any introduced rent cap. What do you think is the correct direction of travel for this?

Does your organisation work with people with longterm health conditions?

Many people in Scotland live with the challenges of a long term condition; recently reported as 38% of the Scottish population. The impact is varying, but widespread, often impacting their whole life: physical health, mental health, relationships, finance and work.
​
The Scottish Government has several strategies and policies in place to improve support for long term conditions. As some policies approach the end of their planned duration, they have started to review their approach. Currently there is a review of the longterm framework.

This consultation seeks views on the Scottish Government's on proposals to have Minimum Energy Efficiency Standard (MEES) regulations in the domestic Private Rented Sector.
​
Improving the energy efficiency of buildings has been on the political table for over a decade, with draft Energy Efficiency (Domestic Private Rented Property) (Scotland) Regulations consulted on in 2019 - laid before Parliament in 2020. These regulations were agreed to by the Scottish Parliament before being withdrawn due to the pandemic. At the time of withdrawal, the Scottish Government made clear they would return to these.

MEES are not new within the Scottish rental sector, with requirements to meet minimum levels being in place for social rented properties since 2014.
